I dont know if its possible but I think the person making a topic should have a choice to block certain members from posting in his topic. This might sound pretty prejudice but I know of alot of members on this board that have conflicts with eachother and this would seriously reduce all this thread locking and flaming. Just an Idea, I doubt its possible anyway with the message board your currently running. Keep up the good work Mods/admins.
