engine stumbling and brake lights not working

ok so a guy pointed out to me that my brake light were not working. but lately the car has been running bad and the car has been stumbling in lower rpms. but im more worried about the brake lights. i have checked all fuses and they are all good. i checked all bulbs and they are good and when i turn the lights on the head lights work and tail lights light up. I changed out the brake light switch and still no brake lights. Any ideas????

it could be the switch above the brake pedal that tells the car to turn on the brake lights in the first place. i think it has nothing to do with the engine issues

Ok I just replaced that with a brand new one and still no luck but I noticed there is two switches and I only replaced the one that's on the bottom that has two plugins. Does anyone know what that second one is on the top that has only two wires.

There is a switch on the brake pedal assembly that releases the cruise control when you step on the brake.

ok update i was able to the brake lights working and also the third brake light but i noticed that each tail light has two bulds that have the high and low but i could only get one working and no matter what i did i could never get the second bulbs to light up in high is there suppose to be two high low bulbs per tail light?
