be more clear about what you are describing.
Do you have any way to take a picture of the plug?

Do you mean the starter will not activate or engage, or the starter turns the engine, but the engine will not start?

You should have been able to replace the engine simply by unplugging the engine harness connectors. Why did you have to work on the wires in the (fuse panel??) at the end of the dash? And the wire you are asking about is "underneath" what?
also im not getting any power to the fuse
You are not getting any power to which fuse?
but the ignition will make a noise like it sapose to.
What part of the ignition is making what kind of noise like it is supposed to?

If you have no power to any fuses, and nothing happens when you turn the key to the start position, you have to start at the battery. Did you check the battery? Did you check the red battery wire/terminal for corrosion? How good is the ground wire? Have you checked the various fusible links? Did you check to make sure you attached the 12V wire to the starter?
Was the wire you are asking about always hanging loose, or did you remove it while you were doing the A4 -> M5 swap?

i think it might be the wires im bying a new battery and the wire was hanging out underneath the driver side of the dash when i swaped

did you change the pedals as well?
It isn't the wire for the nutral safety switch is it? went to a sensor on the clutch pedal....
