Automatic trans shifts out of 1st gear when its 1st gear?

Automatic trans shifts out of 1st gear when its 1st gear?
Hello this is on my 94 z28 camaro 4l60E transmission i recently got it rebuilt and i just noticed if i put it on gear 1 out of the P R N OD D 2 1 it will shift on WOT even if i have it on the first gear. Does everyone else's camaro does this? Y does it do it? thanks!
