Rear brakes grabbing...

What causes brakes to clamp down, then not release easily? I swear my rears have been doing it for a while. They tend to squeek and when i come to a complete stop lately I think I hear a squeek when I start moving without pressing on the brakes. The squeek goes away but happens almost every time I go from a complete stop. Are my calipers shot? I'm new to this and have only changed pads and rotors so far...

Could be your guide pins just need greased.
