Sure they are, I do it all the time on my Blazer after some deep mud runs After I wash it down, they still have that dirty look to them so I give 'em a quick shot of paint to clean them up.

Just make sure they're clean. Blow them out with compressed air if you've got access to an air compressor. You may want to use semi-gloss black instead of gloss. The semigloss wont reflect any light and will make the wheelwell look darker.
