Need a good set of $400 tires

Hi guys.

I need some advice. I have only around $400 on tires to blow, and I need to know what is decent in this price range. Right now I have 245/50X16s Goodyear Eagle F1 GS-D3s, and they were an awesome tire when they had tread on them, but it isn't in the budget to pick up another set of tires that expensive right now. Are there any good z-rated tires in that price range? I am not looking for all-season tires either.

Also, I have the stock z28 rims on my car. Can I go any wider with replacement tires on that rim, or do I need to keep it 245? I would also like to drop the sidewall aspect ratio alittle, as I don't like all that sidewall on the tire. Also, if I can go with a wider tire, how assume it won't be by much, so how much would that play with my speedometer. Enough to be concerned? Thanks for any advice in advance.
