On my 99 Z, I have 4 tires that measure 245 x 50 x 16
But I just measured the diameter on my rim and it's 17 inches
Is this right?
And what size wheels would you guys recommend on tires that size?

Yes.
The rim diameter is measured inside the rim, where the tire beads seat against it. What you are measuring is the flange that holds the tire on the rim. If you measure the width of your wheel, you will find that although it is marked 16x8", the actual width when measured flange-to-flange is closer to 9". Again, the rim width is measured inside the flange, where the tire beads sit.
Wheel widths for a given tire are determined by the tire manufacturer. Go to tire rack, enter that size, and you will get 30+ tires to look at. Click on the "specs" for any tire you are interested in, and it will tell you the recommended minimum and maximum wheel width. For the 245/50-16 you will generally see an acceptable range of 7.0-8.5" for width.
