Looking at getting a set of 26X11.5X16 Et streets for my formula. Do I need to run tubes? Also will these rub at all in the back? I already know I need to get wider wheels too but I'm new at choosing drag tires.

I've run the ET Streets without tubes. They are marked as requiring tubes. I'd say until you get down to the 1.50 60-ft range or run under 12psi, you shouldn't have a problem running tubeless.
Whether the tire will "rub at all" in the back will be determined by the width and offset of the wheels you put them on. What wheels are you planning to use? I've run 28x11.5-15 QTP's on 15x10 7.5" backspace Welds with no problems. It does get a little tight with the inner fenders though.

I have an extra set of 16" trans-am wheels but I'm pretty sure I can't fit an 11.5" wide tire on them. I am willing to get an extra set of wheels for these but don't know what size. Do they make 16X10? And I guess I really need a 7.5" backspacing too. Any suggestions?

Centerline makes several different 16" wheels with a 9.5" width, and the correct offset. I used those for a while when I was running 26x11.5-16 ET Streets. The backspace would be about 7".

summit says to not mount those tires on anything thinner than 7.6 or anything wider than 9.4" and they also say they do not require tubes

You can mount 26 x 11.5's on a stock 16 x 8 TA wheel. You can also run tubeless like mentioned before. Apparently Summit don't know what they are talking about because you can put 11.5" tires on a 10.5" wheel.

26x10.5-16 tread = 8.4" (acceptable wheels would be 7.4" - 9.4", and I don't think anyone would quibble with a 9.5" wheel)
26x11.5-16 tread = 9.7" (acceptable wheels would be 8.7" - 10.7")
You can put any size tire on any rim you want... it just won't perform the way the manufacturer intended. But it may be "OK" to you.
As far as using tubes, go to the MT website and read the requirements for yourself. They have guidelines. They also have the recommended tube selection for the tire you are looking at.
