Question C6 18x10.5-rear 18x9.5-front

Just bought some c6 rims for my 1993 camaro z28. Got the rims off htpp://www.oewheelsllc.com/Wheels_3/Wheels-for-Camaro_4/Corvette-C6-Z06-Wheels-Black_3 I got them in last week and tried putting them on b4 I mounted any tires, the front rims fit fine but wen I tried installing the rear I ran into a problem, the center bore of the 18x10.5 rim was 70.3mm the rear hub size on my z28 is 70.75mm so I thought ok no big deal I'll sand down the inner bore a tad bit. I sanded it to 70.69mm and still didn't fit rite. So I talked to my buddy and found a guy that can bore the center of my rear rims to 70.75 he sed I'll get them back by Monday but he's trying to charge me $200 for both rims, am I gettn ripped off or is this the best way to go about this?

No need to bore them. Sanding/light grinding is fine. The wheels are not "hub-centric" (centered by the hub hole), they are "lug-centric" (centered by the conical lug nuts). Just about everyone with a 93-96 has this problem with later model or Corvette wheels, and the normal fix is some light grinding. GM fixed the problem sometime near the end of the 96 model year by making the rear hub diameter the same as the front hub diameter.
