Best way to redo a wheel?(paint and clearcoat)
I got a deal on a cheap set fo firebird 5-star rims. They are a little rough...
anyways I can clean them up and make them pretty?
Can I sand them down, and maybe reclearcoat them myself, or even sand them down, paint them then rear clear coat them?
Or do I have to get them powdercoated?

I painted my originally polished aluminum Eagle 077's.
You can strip them with some Aircraft Stripper (available at Wal-Mart).
Then sand them to give the paint something to stick too.
Then clean them before painting.
Then paint with some Dupl-Color High-Perf. Wheel Coating (Several colors available).
Then clear them with Dupl-Color High-Perf. Wheel Coating Clear.
Mine is holding up pretty good.
The better the prep work, the better it will last.
Also - LOTS of light coats works well. The places on mine where the paint is the thickest is where it is also the smoothest and best looking (up close).

then used dish soap and a scotch brite pad to clean and scuff the surface, then dried it with a blow gun.
For paint I used bbq grill paint (flat black) for primer,
duplicolor wheel paint (charcoal) for color,
and high heat engine enamel by duplicolor for clear. The reason I used the engine clear is because it has a ceramic base and it is self leveling.
EDIT: Here's a upclose pic of what the wheel paint by duplicolor looks like.

from far away they look almost black.
