Hey, I looking at getting some 17 by 9.5 C6 wheels with a +54mm offset...... I should be good to go on fitment right? They are going onto a 94 Z28. Thanks for any info!!

Yes. For a 9.5" wide wheel, anything from about 45mm - 56mm offset will work. You may have some issues with the inside diameter of the hole in the wheels fitting over the rear hub in your 94.... easilly fixed with some sanding or grinding.
