what are some reasons for the heater/AC to stop working?

what are some reasons for the heater/AC to stop working?
The heater and Ac work on the legs area, just not from the counsle. The defroster also works, but not as good. If anyone could tell me some of the common reasons for that and how much work on it would cost I would be greatful.
