Tuning PCM

How do you tune the PCM, I need to have the speedometer calibrated and the tach calibrated. Do you have to take it to a special shop to have it done, or can one of those little things you can plug in under the steering wheel do it?

I've never had to deal with this before, someone please help me out.

BTW its for a 96 bird'

If you changed tire size and thats what screwing your speedo and that off you can try finding a used or new Jet SCU 2000. Or you could contact http://www.digitalhorsepowerinc.com/home_index.htm#
for programming.
