Sometimes when I turn the key on my car loses all power and clicks.

I'm talking about right before you turn it all the way to engage the starter. I just turn it forward and everything goes off. Lights and gauges. Sometimes they flicker on and off several times. Then if I just try it a couple times it will start but then right after it starts I hear a double clicking noise momentarily.

The car has sat in the garage all winter except for being started once a week and an occasional trip around the block when the roads are completely clean. I remembered it doing it once just before winter last year so i don't think it's an issue from just sitting. But, now it's getting to be a frequent occurence.

The battery is less than a year old and with the car off it shows about11-12 volts and when it's running it's around 16.

Sometimes after sitting a week it starts right up and other times after just a few hours or a day it does the power off thing.

Am I just missing a bad connection somewhere or maybe an ignition module going bad?

You check your fuses. Then check your battery connections to everything like the battery itself if its clean and alternator and grounds.

battery connections!!!! clean them, tighten them up, should be that

If the only thing you are moving is the ignition key, then I would be looking at a bad connection at the ignition.
