I have been to jegs, hp tuners, hypertech, etc. Why don't they make a programmer or chip for 1996 3.8L model camaros?

Early 4th gens have to have an ECM, not a PCM. The former is not flashable, therefore not programmable with "normal" software or hardware available to shadetree guys.

You can send it in to have changes made to those that have the correct knowledge/software to do so however.

They don't make a "chip" because that's OBD1 and in some rare instances OBD1/2 crossbreeds. You don't want a "chip" anyhow, they are mostly lame ducks and not customisable at all.

I am pretty sure 96 is obdII

there is really nothing out of their but from what I understand, the 97 pcm goes in easily, no problem.

and I know there is at least hptuners, and DHP for the 97 pcm...

Yep, it is altough some are crossbreeds who have OBD1 computers but with OBD2 plugs and vice versa, that was an odd year for computers.

Like I said, you can send the old ones in and they will use the current one as a core and program a later model control module (yes usually 97) with their software.
