Emissions-WTF?

I just moved to TX and for the 1st time I had to have my 3.4 inspected. Well I failed emissions . This I do not understand. My cat is <1 year old (3" Catco), the O2 sensors were put in at the same time as the cat, the plugs are less than a year old, the EGR is >2 years old.....The really strange thing is, when I disconnected (I installed a switch) my Jet chip, the Hydrocarbons then raised over the limit and the NOx increased even more.
1. Why would I fail emissions with a new cat and O2 sensors?
2. Why would the emissions increase even more w/o the Jet chip? Did I not allow the computer time to compensate? But does it need time to compensate when it gets reset due to the loss of power?

WTF?

The Smog Tech is in!!!! (really I am )

I need the actual numbers and rpms. Also was it a dyno test or two-speed-idle test (no dyno).

is it like here in Calif. where the 15mph is done 1st and then the 25mph???

If it is..........its just the cat and o2's were not hot enough.

Did the car idle alot or sit shutoff before the test???

I took side streets not the highway to the shop, and yes it did sit for a while before it went in.

Yes, Houston does have the same emissions as CA.

What do you recommend?

My test was at two speeds:

Idle and I believe 2500 RPMs...

Being as how it sat (engine off).........the cat cooled off. Once it got warmed up..........the emissions dropped (hence it passed the 25 mph)

Also, it wouldn't hurt to disconnect the batteries over night.......just to be sure that the PCM isn't operating off specs it "learned".......drive it a day.......to relearn.

Once there, DO NOT shut the car down....let it idle at.

You should be just fine.

If it STILL fails......then we have some hunting to do.......but you should be ok.

Also notice that the RPM's that the test was done at....seems kinda low....hopefully he isn't doing the test in OD........would explain why the NOx is a bit on the elevated side.
