My brakes have been stuck on for a while and have been getting progressively worse.

I had to car to a garage today, and they phoned and told me "all three e-brake cables are locked on".

Why are there three e-brake cables? Is this correct? He also told me the rear shoes are cracked from heat and the drums need to be turned -- totalling $350. Does all this sound right??
