not sure how much power it would be worth, but you could remove some of the baffles in your air filter box or take the intake tube off the air box and remove the box. Then find one of the cone style filters that has one open end and one closed, that is roughly the same diameter as the inside of the intake tube. You can put two radiator hose clamps together to make a cheap, efficient clamp for it. Not exactly free, but a lot cheaper than buyin a kit. The people that I got my 95 from had removed the air box and just threw a filter "over" the end of the intake tube..... So I just found a filter that would fit it tight and its worked great since. There is one more cheap/free one that involves your catalytic converter, but I wont go into detail there. If you want to try out the filter idea, I have the part number for the filter wrote down in my car somewhere.

I'll go dig in my papers for the car later today and post the filter part number. I used an STP. Should be the same number for most others, excluding k&n.

many lt1 guys made their own CAI. Get a good filter some pvc piping and fab it up. Lots cheaper than buying one from k&n or moroso.
Next i would buy a muffler from summit. Get a dyno max or hooker aerochamber. They would drastically improve airflow in and out of the engine. Both should be under 150 together. Not free but cheaper than many other options.
