Bogging or surging, black residue on your rear bumper cover, sometimes a rattle from under the car, just to name a few.

when your headers turn red and you run rich and your o2 gets cooked and the car is really really slow. like im talking a school bus slow

for 20$ you can take it to an exhaust shop and they will cut it off and look through it to see if its bad. or if its the bolt on kind you can take it off yourself.
and once its off.... wwhy not leave it off if you dont have smog?
