When I go to start the car, sometimes it will turn over and start fine, then I can shut it off and try it again and it will click a bunch of times before it finally starts. I have checked the battery and even put a new battery in it and still get the same clicking noises. Does this sound like it could be just the starter? Thanks

Could be, but I would check the wiring first. Make sure everything is clean and tight. At the battery, at the starter, and the grounds. Sounds like it is shorting out some were before the starter.
