Is it really needed? What purpose does it serve?

 

Doesn't the regular PH rod bolt to it?

 

The upper bar braces the big arm that hangs down from the right side of the chassis, and has the panhard rod bolted to it. The upper bar is keeping the big arm from bending side-to-side. At least in theory. There was a post about 2 weeks ago on this same subject.
