Rubber discs on brakes hitting LCA reloc. brackets....

I am in the process of completely replacing my rear suspension (Strange 12 bolt, LCA's, Reloc. brackets, PHR, etc.) I decided to go ahead and replace my pads and rotors while I was at it and now the somewhat heavy rubber discs on my brakes are now pressed up against the relocation brackets. So much so that it was really difficult to put the caliper back on once I got the new pads in. My questions are what are those discs and do I even need them? Has anyone ever experienced this problem?

The disks aren't rubber, they made of metal. I ground down the disks to clear my relocation brackets and have had no issues. The disks are vibration dampners.

Thanks for the info. I guess that they have enough dirt on them to make them feel like metal. lol. I'll grind them down to get the clearance I need. Thanks again.
