Rear brakes not working properly

Rear brakes not working properly

When I have my car on the lift, the rear wheels continue to turn...even with my foot on the brake pedal @ idle. I've looked for the obvious problems, and have also replaced the rear pads with new GM pads. The rotors are also within thickness spec.

Anyone else seen this problem? What's the best way to diagnose this?

I noticed my 83 did this on a slick surface.
