possible bad master or booster?

when i press my brake pedal all the way to the floor it seems as if its not applying the brakes all the way. especially at higher speeds. my pedal travel is fine so im suspecting a possible master or booster issue. does this sound like a common problem?

btw, ive got R1 concepts rotors and centric OE pads. i had this same problem with my prior autozone rotors/pads too. no leaks anywhere in the system, its got new fluid and its been bled several times.

Bad booster would make the pedal "HARD" to push down.... The master cylinder might be bypassing (seal worn)... That would allow the pedal to feel soft or go to floor...

Might try bleeding first... Also check for worn hoses...
