No E-Brake on Third Gen Camaro

No E-Brake on Third Gen Camaro

ive decided to address this frustrating issue on my own after many disappointing trips to brakes plus. the car is an 82 z28 and has rear drums. all cables and lines have been replaced, and when i pull up the handle the lines do act as they should. when i pull the drum off back and pull the handle, i can clearly see the internal bracket moving into place with a good amount of movement, however, no e brake. nothing happens. any suggestions as to what is causing this irritating failure?

are the rear shoe's adj. out properly? put the drum on, spin the rear drum by hand. if its correct you should just barely hear the shoes touching the drum, not enough to slow down the drum, just enough to barely hear it drag. if you dont hear anything, you need to adj. the adjusting wheel inside there to get the shoes closer to the drum.
