Rust penetrant and a dead blow hammer usually does the trick for me.

even heated up the rotor, but it still won't budge.

In some extreme cases, I got an air hammer and equipped it with one of those fittings that has a flat end. After beating on the rotor with that in various spots, it usually breaks free alot of the rust deposits holding it to the hub.

Its one of the best investments I ever made, especially for reasons like those.
