? about noise from drum brakes

? about noise from drum brakes

okay my GF has a toyota corrolla - anyway she asked me to look at her brakes cause they were making a noise - i go for a ride and it seems only when the brakes are cold theres a rubbing noise coming from her rear drums - i opened them up and they were rediculously rusty - upon looking i saw that the rust was building up causing it to rub when i spun the cover (covers the brakes, think its called the brake drum)- so i took a wire brush and cleaned everything up -put everything back together and it worked fine untill the car cooled down ant the rubbing sound is back - it seems to me that the brake pads could be rubbing- ? how would i troubleshoot/fix this - and theres about 3/16" of pads left- prob time to replace huh? ive never worked on drum brakes so any advice would help
