EGR Valve Disconnected but not removed?

On my engine, as in signature, I have my physical EGR valve in place, however vacuum and eletricity have been removed from the valve. Recently I have been picking up on a miss at idle, throwing codes for MAP, and lean right bank o2. Computer throws fuel at it, IAC opens fully, and it runs like crap. My question, without vacuum or electrical is it possible the egr can still open/let air pass through? Could be my vacuum leak issue I am having. I will attach a datalog to look at as well here

The EGR can not open up if its vacuum line is removed. However it could slightly open as a result of carbon buildup causing a vacuum leak.

You also need to turn the EGR function off in the tune.

Word. EGR valve has been tuned out... my father installed the engine when I was deployed, and being old school decided even though I have blockoff plates to install it with the EGR valve... Chances are i'm just going to take it off anyway now, eliminate the possibility, I have heard of them sticking open with carbon, I just wasn't sure of the mechanical operation of it... Thanks
