Are you talking about the balancer's/dampner's hub? If so, I use a regular steering wheel puller to pull it off. Just make sure the center bolt is removed and the puller has something to push against.
Looks like you're trying to pull the hub.
In addition to the puller shown in the the photo, you need to insert a long bolt in the hole of the crank snout to give the center threaded rod of the puller something to press again. DON'T LET THE PULLER PUSH AGAINST THE CRANK OR THE CRANK THREADS CAN BE DAMAGED.
Choose a bolt or rod that is only slightly smaller in diameter than the ID of the crank snout and that's strong enough not to bend as the puller presses against it. Insert the bolt/rod in the crank snout and let the puller push against it.
You may have to find a way to keep the engine from turning over as you apply torque to the puller. I place a 3/8" extension in one of the flex-plate holes and have the other end of the extension wedge against the block, since I usually work on auto trans cars. If yours is a manual trans, you can try putting the trans in gear.
When I pulled the hub off my son's 96 Vette a few months ago, I first tried using an air operated impact; wouldn't break the hub's torque. So I used a 1/2" drive breaker bar with a long extension on it and a six point impact socket. If the hub hasn't been off before, it'll take quite a bit of force to break free the press fit. Once the fit breaks free, usually with a POP, the rest of the removal is easy.
You'll also need an installer to press it back in place. Some guys tap theirs on with a hammer, but I don't recommend doing it that way.
ALSO, BEFORE YOU BEGIN RE-INSTALLING THE HUB, POST HERE SO WE CAN TELL YOU HOW TO POSITION THE HUB.

Although both my son and I have 96 Vettes, I've never tried pulling the hub with the engine in the car so I don't know about any clearance issue you may have with the rack or frame.
From what others have posted, some have had to jack the front of their engine for clearances, but to know for sure, you can post on the Corvette Forum forums.corvetteforum.com in the C4 section or the corvetteactioncenter.com and ask.
