Lean @ idle and engine breaking

Just got my turbo setup going on my LT1. I also installed a wide band. I am lean at idle, 16-17:1 and if I down shift and engine break my wideband says full lean. 22.4:1

If I touch the gas peddle at all it comes right down to 13:1. Any ideas? Could this be a vacume leak?

Im not sure if it was like this before the turbo or not?

On engine braking the ECM shuts the fuel injectors off. What are you pre-cat O2's reading at idle?

I am currently running an open loop tune, I dont have any o2s in the car right now.

IAC counts are staying at 20, so I dont think I have a vacume leak.

Is your FPR boost referenced? Nyway, this belongs in the forced induction forum.

I figured this would go in LT1 tech b/c im not under boost at idle. I have a boost sensitve FPR, but its not on the car yet. Should It matter if I am at idle not under boost?

My AFR is fine everyplace else.
