96' OBDI or II? and good cheap scan tools

I'm not sure if I need a code reader or scan tool.
My SES light is on, (Got the car last week) and need to know what's up.
Can anyone reccommend a good inexpensive code reader thar gives the number, not a flashing code?

I think I can go from there.

I did a search but didn't find what I was lookig for.

You are OBD-II and the cheapest thing would be to go to Autozone and let them scan it for free. Make sure you get the exact code from them and come back here for more help.
OBD-II does not flash codes. A reader only reads and clears codes. A scanner will read/clear codes and let you observe live data from the PCM (a much better value).

Either go to autozone and get it scanned for free or go to harbor freight and they have an OBD2 scanner for $40 that just displays the codes.
