I know flood control is a good thing.
What about shortening the time for Premium Members? I think it's pretty fair to say that most of us have been here a while and we aren't going to be spamming the board or anything.

Spammers is not the only reason it is in place.

Which is worse? Having to wait a few seconds to make another post, or having to wait for much longer while looking at a "The server is too busy at the moment, please try again later." screen when posting AND reading? 15 seconds could make that difference if the server is really getting pounded.
