Lightbulb Clean out the member list

I was doing a seach for a board member and there are tons of usernames that could be cleaned out. I saw plenty of people that joined as far back as 1999 with 0 posts to their name and still in the database.

Every sizeable site has a decent amount of 0 post members. That doesn't mean they don't lurk or plan to use their account in the future.

If they created the account, there is no need to kill it just yet. If we did that, we we would be flooded with e-mails with people asking why their account was removed.
