Question white dots surrounded by haze

Like the title says there are some white dots surrounded by a light white haze on my car. It wouldn't be a problem except my car is black not white. Anyway I was wondering what I should do about it. It's mainly on the hood and roof along with some swirl marks and light scratches. The paint is not that old. I heard 3M makes some good products for this, but I'm not sure which to use. Any suggestions would be greatly appreciated.

Is the paint new and you are just finding this?

It might be "solvent-pop" I think it's called, it's where the paint doesn't dry correctly -too fast?- and gas bubbles form in the paint.

I think it needs to be sanded and re-cleared.

The paint isn't new. I would guess its about three years old. The girl's dad that I bought it from had painted it a year before I bought it and I've had it for two. I'm not sure if it's oxidation or what. It seems to have shown up in the last year or so that I've had the car.
