Smile TIRES?

Is there something I can do with the tires without having to use water? I don't have easy access to a hose and I want to get that black shine back whenever I need it. If so, what products should I use?

Try a spray and rinse tire cleaner. But instead of rinsing, just wipe with a damp cloth. Thats what I do at work. Follow up with some kind of tire dressing (Meguiars, Mothers, Zaino, etc. . ).
