t-top fading

hey guys I'm hopefully going to be selling my car (00 eclipse GT) this monday and will be buying a ls1. I found a 99 z28 for a hell of a deal but there is one problem:

it looks pretty bad and I want to know if there is any way to fix it not costing too much $$. and what exactly is that peice made out of? doesn't look like paint. sorry if this is a newb question

edit: would this be covered under the corrosion warranty - 6 year 100k miles?

That is the 1/3rd portion of the top a lot of fbody guys refer to as the "hoop". It is made of composite material like the fenders and doors (plastic), and from the looks of it either it had bad paint from a factory defect or the previous owner really neglected the top. It will need to be repainted to look new again. Check to see if there are cracks in the material, because if there is then you will have to replace that top's skin as well.
