If it's cracked, it's probably not worth repairing, especially if you're looking for a cheap job.
Honestly? Search around local parts yards, or use (www.car-parts.com) to locate a used piece. Bonus if you can find it in the same color, although I'm guessing they won't match due to paint mixture variations and/or fading. But you can try.
Second...Take any used piece with you to Maaco on a weekend and offer $100 under the table to have them shoot it for you. Bumper covers are generally done off the car, so you'll have to uninstall/reinstall yourself, but that's very easy.
If that doesn't work...offer up $100 on craigslist to have it painted.
Don't expect lasting quality or great looks though
I'd expect to pay $300 at a decent body shop.

well i went out to the shop today and i found a 1/2 pint of dupont paint. u have to add the basemaker and make about a pint would this be enough to paint my bumper. i also found a quart of ppg (primer) hardner could i use this for the sealer and the clear???
I just had mine done at 1day paint. I sanded the hell out of it all the way down to the black plastic untill the cracks were gone. I used 180,220,300, then 400 grit wet sand paper. Then I took it to them for a repaint and they charged me $150 plus waste and tax.
I would get a new bumper and have it painted if it's cracked. Also, these bumpers flex and need the flexing agent added to the paint. If that's not done, you're going to know sooner then later when your paint starts to crack up.
