Normal to have chrome rims build up of brake dust and maybe rust pits?

I am trying to sell my chrome Z 5 star rims which have been on the car for about 45k. I kept them fairly clean but now I notice they have dark areas in between the spokes. I used metal polish and this worked to some degree but there is still a lot of dust (or rust?) areas, is there a way to get rid of this or is this normal?

Its common but not normal, it doesnt have to happen, but brake dust will take the finish off of chrome rims. The build up of dust is probably staind or imbedded in the chome finish.
Sorry to break it to you but its really easy to let chrome rims get dirty and if they arent washed often enough this will happen.

My advice to those who who buy chrome rims, wak them, or use rain x, anything like this will create a barrier between the rim and brake dust.
