How much for paint and body work?
I know, I need to get an estimate. But for now, how much should I pay for the following?
1) Wet sand the orange peel?
2) fix my rolled rear quarters I messed up cutting and rolling?
3) Re-fix my front end where the holes were for the front plate?
4) Make my black hard top look good again?
Doesn't really show in the pics, but it sorta bothers me from time to time.

i would guess $1500-2K out the door. But Paint / Body Work is really shop dependent. I've seen Macco work that is awesome for $500, and I've seen other fools go to some junk shop and pay $$$$$ for a crappy job.
I would just go to a few reputable shops and get it quoted out. You can most likely find someone your comfortable with @ a price that's right. Sometimes shops will also take on 'Slow Time' work, where for a deep discount you leave the car and they work on it only when they have some time.

It's impossible to give an accurate quote without knowing how much work is needed. Sanding/polishing an entire car is labor intensive. I did a basic rubout, sanding only where necessary to remove scratches, and the shop charged about $300 IIRC. A full sanding, polishing would come in around 500 if I had to take an educated guess. Fixing license plate holes will require repainting the bumper, probably at another $300 plus. "Making my black hardtop look good again" is pretty vague, and could be as easy as buffing it out, or as involved as repainting; no way to tell from the info provided. Fixing the quarters will likely involve paint work as well, as I'm assuming the "fixing" involves repairing distortion on the area adjacent to the lip. Been awhile since I was in the business, but I'd put the bill at at around $1500 or so.
