Help! Film on interior panels

Help! Film on interior panels




So I've got a 97 Z28. It has the gray interior and im changing it to black so I started painting the dash area with SEM colorcoat.

Anyway I sprayed everything with rubbing alcohol to clean it before applying the paint. The dash turned out great but a couple pieces had a weird white film show up when I sprayed them with the alcohol. It wipes off but reappears when I spray it again. I'm afraid to paint the panels because I want to make sure the paint sticks and I don't want the film to make a weird texture. Any ideas how to get it off?
