You'll need to use a metal polish. Any auto store should carry a couple of different kinds. You can even try fine steel wool, but it may make it look a little scratchy.

You might also want to try a SOS pad (the steel wool with the soap built in)

I just finished cleaning my own tips on my car. It took me about an hour (I'm very thorough). Use some #0000 steel wool and Brasso. Wipe that off after gettin' off all the little tar boogers (fingernail works sometimes too) and then I finished it off with some Eagle One chrome polish. SemiChrome (found in most bike shops) works great too.
