Getting compound mark off

Getting compound mark off

Well I got this compound mark that the person who had the car before me made. It looks like they rubbed to hard or something. It is pretty annoying and shines in the light. Any way of removing this mark?

Thanks a lot. Will this also work on little scratches from the person washing it with a bad towel?
