Clear coat on a cracked panel?

The other day I took my front driver side fender panel to a body shop, cus when I bought it the clear coat was peeling off at the top part, and it was already repainted before. The guy said that the new clear coat might peel off this time too cus there are two small cracks on the lip of the fender above where the tire would be and on the back it looks like they put some bondo type of product to hold it together. Do you think there would be a problem with the clear coat peeling off where the cracks are.

Unless the cracks are repaired to be smooth, it is possible it will peal again.

Is there anything I can put on it to prevent it from peeling off again, or should I just make sure it's real dry before I put it back on, if so how long? How likely do you think it might peel off again? thanks
