Car bra left oxidation

I bought a 97 Camaro, and the previous owner had a car bra on it. When I removed it the entire area looks like it oxidized the front end of the car. I tried a clay bar system but that didnt have any effect. I started rubbing it and noticed that the dull paint comes off with a good scratching with my fingernail, leaving the paint underneath looking as good as the rest of the car. Is this oxidation or some other problem? What is the easiest solution for it?

Do you have a Porter Cable? If so, grab a white or orange pad and use a good polish on it. If you don't have one, try some Meguiers scratch x. I've never taken off a bra, but a good polish would be your best bet.
