How big are your rust spots? I had a bunch of little ones on my exhaust tip last winter and a claybar took them all off. After claying, I used a little bit of Mothers metal polish and it looked brand new.
Never Dull is the name of the Eagle one product in a can. I used it about a week ago on my tips and they look like brand new got the rust spots out and shined them up. Believe me after the winter we had in PA they looked like crap Now they look perfect.
If want to get them off real easy, use no. 7 rubbing compound followed by a coat of wax for protection. I use to use mothers metal polish, but i got tired of the work, so i turned to the rubbing compound and it stripped the rust off like it was nobodys business.
Yeah, I'd recommend NevrDull....great stuff and cheap too! 
Either that or just grab a good metal polish, like Mother's, Blue Magic, etc..... and polish the hell outta them until they shine like a new penny!
You can get any or all of these products at most local auto parts stores, AutoZone, NAPA, O'Reilley's, even WalMart....

An important thing to consider is that not all grades of stainless steel are meant to shine forever. Some like the stock exhausts are supposed to look like S**T. It is this protective layer that actually protects the metal. Continuous cleaning of this will actually make it rust more.

I use #0000 steel wool (it almost feels like cotton) with Brasso. After that I use Eagle One metal polish, or MacGuire's metal polish. Any metal polish you prefer will be just fine.
The steel wool can be had at any Home Depot or Lowe's. A whole $3.00 bag of it will last you forever. You'll find that this stuff will come in handy on MANY things.
