It's going to be a lot more that $15 a pair. I ship 20" wheels every day that are about the same dimension and weight as these and they run closer to $20 each.

FWIW, FedEx prepaid came out to $12.50 each wheel with the tires mounted on them on the exact set he is talking about.

They do have caps. I can send them out Monday and I can take a money order or paypal. I prefer if you send me the labels and I drop them off at the shipper of your choice, but I can weigh them and get a shippig quote this weekend if need be.
