A little lost...need advice

all of the components under this once fuse are acting funny...(amps and rear cargo lights) I thought that fueses just blew...they didn't just go bad.....so any ideas?

theres no such thing as a fuse the only works sometimes right? its either working or it isent right?

its called a circuit breaker .. not a fuse !
