i am planning on doing emissions friendly longtubes with dual cutouts right after the collectors....then true duals that dump at the axle..... no cats.... will i pass??

I say your best bet is to keep with a CARB approved set up and use electric cut outs at the place of your choosing. That way you get the best of both worlds. Might be a bit more costly but it beats being flagged as failing emits and/or being cited on the street later.
The only other way is to have 2 different tunes available for your PCM. 1 tune for inspection time and the other for as soon as you leave with your sticker. This type of tune can be programmed to pass emits, even without cats. Again, it may be costly but....

i dn...im gonna go without a tune...with 2 high flow cats...and hope for the best...this guy is foreign...and my dad shoots the **** with him every time he goes down there..... hopefully he lets me pass....this past year he gave me a sticker without even having my registration on me
Do you think he can pass the treadmill with no cats with just a tune? I know guys have done it with the old idle test, but the treadmill is a lot harder. I barely passed the treadmill with a pretty radical tune (halved my timing in the relevant areas) but I did have heads and a small cam (in my sig). This was back before the 96+ moved on to the OBD2 test. Perhaps the allowable emissions levels are different for 95 & 96?
All cams have an overlap period between the intake and the exhaust valves while both are open. Therefore no matter how perfect your combustion is, you will always been getting some HC's right from the intake out the exhaust.
