Registering an antique license plate?

Registering an antique license plate?

A buddy of mine wants to register a set of '66 MA plates on his '66 Chevelle. We have found two matching pairs, both w/ varying defects due to age (and what not). The plates (pairs) are about 85% perfect, but in both sets, the front is a little worse naturally. Does anyone know if the Registry will allow us to touch them up a bit? The guy at one of the antique stores said if we in any way altered the plates, even if making them more legible/readable, they would not pass inspection and be seen as altering the plates. Any truth to this? I have seen plates on antique cars at car shows that appear to be touched up. Anyone know how the Registry looks at this? Should he take the chance of touching them up?

I would drop an email direct to the Registry before I touched them or took any "hearsay" advice....
